Procedural Fairness Letters

Structured, evidence-based PFL responses.

Overview

A clear, personalized path from assessment to decision.

A procedural fairness letter is IRCC's notice that an officer has concerns that may lead to refusal, such as misrepresentation, relationship genuineness, or document authenticity. Responses are due within a short, fixed deadline and are often the last opportunity to address the concern before a decision.

Who this is generally for

  • An open application with a procedural fairness letter or notice of concern issued
  • A response deadline that has not yet passed
  • Availability of documents or explanations that address the specific concern raised

How we handle your file

  1. 1Close reading of the letter to isolate every concern the officer raised
  2. 2Evidence gathering targeted to each concern, not general submissions
  3. 3Drafting of a structured legal response with supporting exhibits
  4. 4Filing within the deadline and advice on next steps, including judicial review timelines
